Capital House is an eight-storey commercial office building, originally completed in 1976. The building was historically used as BT’s headquarters, known as Dial House, reflecting its role in Belfast’s post-war commercial expansion. Capital House occupies a prominent corner site at the junction of Upper Queen Street and Wellington Place, immediately west of Donegall Square and close to Belfast City Hall. The site lies within one of the city’s most established commercial districts and forms part of the wider civic and business core of Belfast city centre.

The proposed development site is located at the intersection of Peters Hill and Townsend Street in Belfast, with additional frontage along Dayton Street. Covering approximately 0.23 hectares, the site is situated less than 50 meters from the Westlink, positioning it as a prominent corner with potential to become a notable feature in the area. Currently, the site is vacant and enclosed by 1.8-meter-high ornamental railings on the north, east, and south sides. The corner of Dayton Street and Townsend Street is separated from the main site by temporary metal fencing and has approval for a new 'transcendental meditation' centre under planning reference LA04/2022/1029/F.​
