City Quays 4

<p>City Quays 4 is a proposed 256-apartment build-to-rent development that is part of the overall City Quays masterplan. City Quays 4 will be located next to the AC Mariott Hotel which was also built as part of the City Quays masterplan. City Quays 4 is expected to be around the same size as City Quays 3.</p><p><br></p><p>In July 2020, Belfast Harbour said it was still looking at a co-developer for its buy-to-let City Quays 4 project, but had gone through some setbacks due to the Covid-19 pandemic and as a result, may be delayed.</p><p><br></p><p>In June 2022, Belfast Harbour revealed that its financial performance bounced back in 2021 as port activities recovered to pre-Covid levels. They said that they were now in pre-application discussions about two further phases to City Quays which will include City Quays 4 - a 260-unit build-to-rent residential development and hinted towards progress on the development of City Quays 5. A planning application is expected to be submitted towards the end of 2022.</p><p><br></p><p>In September 2022, a Proposal of Application Notice was submitted for City Quays 4 (<a href="https://planningregister.planningsystemni.gov.uk/application/477806" rel="noopener noreferrer" target="_blank">LA04/2022/1752/PAN</a>) which comprises a residential apartment development comprising circa. 270 residential units, landscaping and associated site works.</p><p><br></p><p>In October 2022, the <a href="https://www.cityquaysfourconsultation.com/" rel="noopener noreferrer" target="_blank">online consultation</a> of City Quays 4 went live. The consultation revealed plans for 270 homes, comprising of a mix of studio, one &amp; two-bedroom homes, public and private communal spaces, co-working space, a gym and 24-hour Concierge Services. The consultation also revealed that City Quays 4 will be designed for the build-to-rent market and will offer rent-only apartments that are managed by an operator.</p><p><br></p><p>In December 2022, Belfast Harbour Commissioners submitted a planning application (<a href="https://planningregister.planningsystemni.gov.uk/application/665870" rel="noopener noreferrer" target="_blank">LA04/2023/2388/F</a>) for City Quays 4 proposing a residential development comprising 256 no. units, public realm, and associated access and site works.</p><p><br></p><p>In January 2024, City Quays 4 was recommended for approval at the Belfast City Council Planning Committee.</p>

The Keep

<p>The site comprises 13-25 Castle Lane, 3-9 Corn Market &amp; 6-18 Castle Arcade, Belfast and has been vacant since British Home Stores (BHS) entered into administration on 25th April 2016. The Keep development proposals includes the re-cladding of the exterior of the building, the creation of a new central core access from Castle Arcade, as well as the demolition of the bridge link over Castle Arcade.&nbsp;It will create a retail and leisure space across the four storey building which includes the sub-division of the ground floor retail floorspace into 4 No. separate retail units and 1 No. café, change of use of all upper floors from retail and ancillary storage to mixed assembly and leisure use and change of use of the rooftop to a sui-generis use for the sale of food and drink.</p><p><br></p><p>The development is located close to the original site of the fortified Jacobean castle and the original Belfast Castle which was built in the 17th Century between Cornmarket and the original Linen Hall Street. Prior to the construction of BHS, the site was formerly the home of the Classic Cinema which opened on 24th December 1923. The building also accommodated a cafe and dance hall and featured a classical colonnade along the southern elevation (Castle Lane) with a mixture of blank panels and fenestration between each vertical member. A more active frontage existed along Castle Arcade, on to which the social spaces fronted on multiple levels.&nbsp;</p><p><br></p><p>The Classic was renamed the Gaumont Theatre from 3rd July 1950 and was closed by the Rank Organisation on 30th September 1961. The building was demolished in 1962 to make way for the construction of the BHS department store. British Home Stores occupied the site until closing on 28th August 2016.</p><p><br></p><p>The development also incorporates the frontage along Nos. 3 – 9 Cornmarket. The original building on this site was a 4 storey Victorian building which was later replaced with a post-modern brick facade.</p><p><br></p><p>In November 2017, M&amp;G Real Estate submitted a planning application (<a href="https://planningregister.planningsystemni.gov.uk/application/500615" rel="noopener noreferrer" target="_blank">LA04/2017/2681/F</a>) proposing the refurbishment and reconfiguration of the building including installation of new external fabric, new entrances, shopfronts, service access and services connections. This application was approved in June 2018.</p><p><br></p><p>Alterity Investments, a privately, locally owned property and investment company, acquired the site in March 2021 with plans to refurbish and reconfigure the 70,000 sq ft site.</p><p><br></p><p>In February 2022, Alterity Investments submitted a planning application (<a href="https://planningregister.planningsystemni.gov.uk/application/510157" rel="noopener noreferrer" target="_blank">LA04/2022/0535/F</a>) proposing to redevelop the existing building to provide retail units on the ground floor, a mix of leisure and hospitality uses on the upper floors and bar/ restaurant use on a rooftop terrace. The plans also include re-cladding the building. The proposals were approved at the <a href="https://minutes.belfastcity.gov.uk/ieListDocuments.aspx?CId=167&amp;MId=11018&amp;Ver=4" rel="noopener noreferrer" target="_blank">27th June Belfast City Council Planning Committee</a>.</p><p><br></p><p>In November 2022, works commenced on The Keep project at Castle Lane.</p><p><br></p><p>In February 2023, it was announced that Deichmann, a global footwear retailer, is set to open its first Ireland store at a new leisure and retail scheme in The Keep and will create between 15 – 20 jobs.</p><p><br></p><p>In June 2023, it was report that Apple were considering moving it's existing Apple Victoria Square retail store in Belfast to a larger location in The Keep. It was reported by Bloomberg that the new Apple retail store will open in August 2024 in The Keep.</p><p><br></p><p>In September 2023, it was confirmed that clothing brand H&amp;M is set to open a new store in The Keep. H&amp;M Group, will open a new 20,000 sq ft unit which will offer its full line of clothing for men, women, teenagers and children across two storey unit in The Keep development.</p>

Andersonstown Social Club

<p>Andersonstown Social Club is a social club located off the Andersonstown Road and is known by locals as the PD. Lesley Parklands

<p>Lesley Parklands is currently an under construction residential development situated at Knocknagoney on the outskirts of Belfast. Prior to 1960s, the site had very little development. In the 1960s, a social housing capital project commenced which resulted in a 45 unit apartment block being developed on the site.</p><p><br></p><p>In March 2008, Sacron submitted a planning application (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?activeTab=summary&amp;keyVal=L4MEI2SVDT798" rel="noopener noreferrer" target="_blank">Z/2008/0728/E</a>) proposing the construction of 165 apartments, with covered parking and hard and soft landscaped amenity provision. This application</p><p>was approved in March 2015.</p><p><br></p><p>In April 2015, a fire broke out at the Parkland flats. Seven appliances attended the scene to extinguish the fire and three people were rescued. The flats were later vacated due to the substantial damage</p><p>caused to the building due to the fire.</p><p><br></p><p>In October 2015, the 3.43 arce Parklands development went on the market seeking offers in the region of £2.25m. The site was marketed by Simon Brien.</p><p><br></p><p>In September 2016, fire crews dealt with another blaze at the Parkland flats which resulted in one fire appliance being deployed.</p><p><br></p><p>In December 2016, Kirk Bryson &amp; Co. Ltd submitted a planning application (<a href="https://epicpublic.planningni.gov.uk/publicaccess/caseDetails.do?caseType=Application&amp;keyVal=OJD7HESV30000" rel="noopener noreferrer" target="_blank">LA04/2017/0043/F</a>) proposing the demolition of the existing building and construction of a residential development consisting of 104 apartments (18no 1 bed, 83no. 2 bed and 3no. 3 bed) with associated fitness suite, car parking and landscaping. This application was approved in January 2018. However, this development did not commence and the site was placed back on the market by Osborne King seeking offers of £3.95 million.</p><p><br></p><p>In December 2018, HB Building Property Services Ltd submitted a planning application (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?activeTab=summary&amp;keyVal=PKYUWXSV30000" rel="noopener noreferrer" target="_blank">LA04/2019/0025/F</a>) proposing the demolition of the existing residential building and construction of 90 no. apartments with associated car parking and landscaping. THis application was approved in September 2019.</p><p><br></p><p>In August 2020, demolition and site enabling works commenced on site. Construction of the new apartment block took place soon after.</p><p><br></p><p>In November 2021, HB Building Property Services Limited&nbsp;submitted a Proposal of Application Notice (PAN) (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?activeTab=summary&amp;keyVal=R36EAGSV30000" rel="noopener noreferrer" target="_blank">LA04/2021/2661/PAN</a>) proposing 90 no. apartments (change of house type from that approved under LA04/2019/0025/F) with associated car parking and landscaping. (Under construction). The Proposal of Application Notice (PAN) also proposes changes including the introduction of a study to 27no. apartments, change/addition of balconies to 36no. apartments &amp; elevational changes.</p><p><br></p><p>In March 2022, HB Building Property Services submitted a planning application (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?activeTab=summary&amp;keyVal=R8QEBTSV30000" rel="noopener noreferrer" target="_blank">LA04/2022/0510/F</a>) proposing the construction of 3 four storey blocks comprised of 90 no. apartments (change of house type from that approved LA04/2019/0025/F) with associated car parking and landscaping. This application sought approval for the construction of 90 apartments and also sought approval for a change of house type from that previously approved along with changes to finishes, minor external design changes and additional balconies. This application was recommended for approval at the <a href="https://minutes.belfastcity.gov.uk/ieListDocuments.aspx?CId=167&amp;MId=10654&amp;Ver=4" rel="noopener noreferrer" target="_blank">16th August Belfast City Council Planning Committee.</a></p>

<p>In February 2019, Oakland Holdings Ltd submitted a planning application (<a href="https://planningregister.planningsystemni.gov.uk/application/466784" rel="noopener noreferrer" target="_blank">LA04/2019/0553/F</a>) seeking the demolition of 32-38 Queen Street and erection of 175 bed aparthotel with associated bar, restaurant and conferencing facilities. The Queen Street Aparthotel is currently under construction and is located at the corner of Queen Street and College Street. The site previously comprised Lyndon Court, which was a 3 storey building that included ground floor retail space, a courtyard and office space on the upper floors.</p><p><br></p><p>The nine-storey Oakland Holdings property on Queen Street will be leased by room2 hometels, backed by Lamington Group.</p><p><br></p><p>Previous planning applications have been submitted for the site including&nbsp;<a href="https://planningregister.planningsystemni.gov.uk/application/406526" rel="noopener noreferrer" target="_blank">Z/2008/0559/F</a> which was approved in May 2009 to demolish Lyndon Court and replace the site with a four-storey mixed use development including retail units at ground floor and office space on the upper floors. Another planning application, <a href="https://planningregister.planningsystemni.gov.uk/application/427518" rel="noopener noreferrer" target="_blank">Z/2010/0385/F</a> was then approved in March 2010 for a 7-storey retail and office building on the site.</p><p><br></p><p>In February 2023, Oakland Holdings submitted a planning application (<a href="https://planningregister.planningsystemni.gov.uk/application/667516" rel="noopener noreferrer" target="_blank">LA04/2023/2758/A</a>) proposing 2 high-level projecting signs on the room2 aparthotel/ "hometel" building.</p><p><br></p><p>On 16th October 2023, room2 Belfast opened for business.</p>

Bankmore Exchange

<p>Bankmore Exchange, formerly known as One Bankmore Square, was previously the location of a four storey building that housed a cinema and two ground floor commercial units. The cinema comprised of 10 screens with seating capacities ranging from 118 to 436 seats. The cinema opened in&nbsp;July 1993 (Z/1990/2630) under the MGM brand. The cinema changed operators numerous times throughout its history, with Virgin taking over on 4th July 1996, UGC taking over in February 2000 and then later taken over by local independent operator Movie House chain in December 2003. The commercial units had numerous tenants throughout the years too such as the Chicago Pizza Pie Factory, Stiff Kitten, Burger King, Abbots fast food takeway, Stann and Olly's Restaurant and Factory Nightclub. A mutli storey car park was also constructed as part of the cinema project (both built under <a href="https://planningregister.planningsystemni.gov.uk/application/389269" rel="noopener noreferrer" target="_blank">Z/1990/2630</a>).</p><p><br></p><p>In March 2017, Richland Belfast One Ltd submitted a planning application (<a href="https://planningregister.planningsystemni.gov.uk/application/498821" rel="noopener noreferrer" target="_blank">LA04/2017/0562/F</a>) proposing to demolish the existing cinema building and to develop a new 12 storey Grade A office building comprising eleven floors of offices above a ground floor foyer and retail units and basement parking. The plans also proposed the refurbishment of Bankmore Square open space and wider public realm improvements to surrounding footpath network. This application was recommended approval in the <a href="https://minutes.belfastcity.gov.uk/ieListDocuments.aspx?CId=167&amp;MId=8331&amp;Ver=4" rel="noopener noreferrer" target="_blank">May 2017 Belfast City Council Planning Committee</a> but was later withdrawn in December 2020.&nbsp;</p><p><br></p><p>In February 2019, Kainos Group plc announced that it had bought the One Bankmore Square site for £7.05million. The company stated that it wanted to build it's new flagship headquarters to house 1000 staff members. Kainos chief executive Brendan Mooney also confirmed that the company will submit its own planning application for an office complex of around half that size of the office development previously proposed.</p><p><br></p><p>In Febraury 2020, Kainos submitted a Proposal of Application Notice&nbsp;(<a href="https://planningregister.planningsystemni.gov.uk/application/506085" rel="noopener noreferrer" target="_blank">LA04/2020/0297/PAN</a>) proposing to develop a new £40m office on the site.</p><p><br></p><p>Movie House Cinema announced their Dublin Road site would close on 26th April 2020. However, this closure was postponed and the site closed in March 2020 due to the the Covid-19 pandemic.</p><p><br></p><p>In May 2021, McCormack Demolition began to demolish the Movie House Cinema building.</p><p><br></p><p>In July 2021, Seven7Social Ltd submitted a planning application (<a href="https://planningregister.planningsystemni.gov.uk/application/509015" rel="noopener noreferrer" target="_blank">LA04/2021/1703/F</a>)&nbsp;seeking the temporary erection (for 2 years) of shipping containers to form an outdoor public house, food and retail market with associated covered canopies, seating and bounsary treatments.&nbsp;This application was approved in May 2022. As part of these plans, Kainos is to temporarily lease its Bankmore Square site to a social enterprise, which is proposing for a pop-up street food and independent retail market. This new development was to be called 'Box Office', a nod to the former Movie House and Dublin Road’s cinema history. It was originally due to open in September 2021.</p><p><br></p><p>Box Office later changed their name to 'Trademarket Belfast' due to a "trademark dispute". In June 2022, work began to take place on site, with Trademarket Belfast stating they were expecting to open later that month. The following food and retail vendors were announced for the new outdoor retail and food market; Pipián, Outside In, Pi Guy, Moon Gelato, Barkey and Waggins, Pie Queen, Rebel and Ruse, Urban Market, Kubo and Hey Chick!</p><p><br></p><p>In October 2022, Kainos sold half of its new headquarters site to Queen's University. Queens University intends to develop student accommodation on their section of the site. A development brief suggests the Queen's University's Dublin Road site could accommodate about 400 student rooms in a 13-storey tower. Kainos will also now proceed with the selection of a contractor for the construction of the new office building. It expects the project to cost between £27m and £30m.</p><p><br></p><p>In September 2023, the Pre-Application Community Consultation for Bankmore Square went live which proposed plans for a Grade A Office development for Kainos and Purpose-Built Managed Student Accommodation for QUB at 14 Dublin Road, Belfast, BT2 7HN (<a href="https://bankmoresquare.com/" rel="noopener noreferrer" target="_blank">https://bankmoresquare.com/</a>).</p><p><br></p><p>In November 2023, Kainos submitted a planning application (<a href="https://planningregister.planningsystemni.gov.uk/application/679804" rel="noopener noreferrer" target="_blank">LA04/2023/4366/F</a>) proposing the development of a 14 storey (plus basement) purpose-Built Grade A Office premises with retail/restaurant unit at ground floor, including external landscaped terrace areas, public realm works, and all associated site works. This application was approved in April 2024 by the Belfast City Council Planning Committee.</p><p><br></p><p>Construction of the new Kainos HQ is due to start in September with a completion target of early 2027.</p>

Casement Park

<p>Casement Park is the principal Gaelic games stadium in Belfast and serves as the home ground of the Antrim football and hurling teams. It is located on a 12 acre site on the Andersonstown Road and is planned to be developed into an all-seated venue, which will become the largest stadium in Ulster and a regional flagship for Ulster GAA.</p><p><br></p><p>The site was undeveloped and used as agricultural land until 1931. The Antrim County Board bought the greenfield site with money generated through a weekly fundraiser to acquire the site. Sean McGettigan, one of the prime movers in acquiring Casement Park, announced in December 1946 that the site had been acquired and paid for. Paddy O’Keefe, the General Secretary of the GAA, travelled up from Dublin to present the Antrim County Board with £1000 from Central Council. Casement Park was developed in 1953 where fill was imported onto the site and used to construct the embankments for the stadium terraces.&nbsp;</p><p><br></p><p>In 1997 to coincide with an improving political situation and plans to host bigger games, concrete terracing replaced the grass banks which surrounded much of the playing field. The major facelift was complete in 1999, leading to more championship games being played at the 32,000-capacity ground.</p><p><br></p><p>In 2005, a planning application was submitted (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?keyVal=L4MEHYSVDT290&amp;activeTab=summary" rel="noopener noreferrer" target="_blank">Z/2005/2326/F</a>) proposing the addition of 4 flood lights to the stadium. This was approved in December 2005 with the floodlights being completed in 2006. This enabled games to be played after dark.</p><p><br></p><p>In 2007, a planning application was submitted (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?keyVal=L4MEHASVDT814&amp;activeTab=summary" rel="noopener noreferrer" target="_blank">Z/2007/2074/F</a>) for the erection of new three storey control room, new gates and alterations to existing boundary walls at existing exits. This was approved in October 2007. The&nbsp;state-of-the-art control room was completed in August 2009.&nbsp;The £1.3 million contract was completed by Downpatrick-based building and civil engineering firm John Turley &amp; Co. Ltd.</p><p><br></p><p>Plans to redevelop Casement Park were announced in 2009, though it was not until 2011 that the&nbsp;Northern Ireland Executive&nbsp;announced that it had granted £138m for various stadium redevelopment projects throughout Northern Ireland, of which Ulster GAA would receive £61.4m to be used to redevelop Casement Park into a 40,000 all-seated stadium. A further £15 million was proposed from the Central Council of the&nbsp;Gaelic Athletic Association.</p><p><br></p><p>In 2013, Ulster GAA submitted a planning application (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?keyVal=MOOUH6SV30000&amp;activeTab=summary" rel="noopener noreferrer" target="_blank">Z/2013/0685/F</a>) seeking the re-development of Casement Park to provide a 38,000 seated capacity stadium comprising; demolition of existing facilities, construction of new pitch and stands, incorporating bar/restaurant and ancillary kitchen areas, conference, training and community facilities, including handball courts, ancillary offices, player accommodation and welfare facilities, press/media and broadcast facilities; replacement floodlighting, stadium/event management suite, ground support facilities including electronic display installations, facilities associated with ground maintenance; enhanced access arrangements; coach parking; underground car parking; remediation/replacement of site boundaries; hard and soft landscaping. This application was approved in December 2013.</p><p><br></p><p>In December 2014, a high court judge quashed the ministerial decision by Environment Minister Mark H Durkan to grant planning approval for the redevelopment of Casement Park. This was the result of local residents group, the Mooreland and Owenvarragh Residents’ Association (MORA), who objected and went to court, asking for a judicial review. The judge, Mr Justice Horner, ruled the environment minister had acted unlawfully in approving the plan and&nbsp;found the decision-making process had been fundamentally flawed. He identified failures in the environmental impact assessment of the plan and also found that the effect of bigger crowds on the surrounding roads network had not been properly examined. The judge also pointed to the minister never being told of police concerns about safety issues around having 38,000 people attending an event.</p><p><br></p><p>In February 2017, Ulster GAA submitted a new planning application (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?keyVal=OMEBLQSV30000&amp;activeTab=summary" rel="noopener noreferrer" target="_blank">LA04/2017/0474/F</a>) seeking the redevelopment of Casement Park, but with a reduced capcity of 34,578. This application was approved in July 2021.</p><p><br></p><p>In April 2022, the Mooreland and Owenvarragh Residents’ Association (MORA) sought a Judicial Review of former Infrastructure Minister Nichola Mallon’s decision to grant planning permission for the redevelopment of Casement Park. They objected to its size and and impact on the surrounding area. In May 2022, High Court judge Mr Justice Humphreys dismissed MORA's legal challenge stating the minister was entitled to approve the planning application without referring it to the executive and did not accept MORA's arguments on a series of alleged errors in the planning process. Mr Justice Humphreys held that other Stormont ministers were fully briefed, and that Ms Mallon retained legal authority to take the decision.</p><p><br></p><p>In July 2022, Ulster Council GAA submitted a planning application (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?activeTab=summary&amp;keyVal=RFQFEYSV30000" rel="noopener noreferrer" target="_blank">LA04/2022/1422/A</a>) proposing hoarding along the front of Casement Park Stadium.</p><p><br></p><p>In 2023, Ulster GAA hoped that work would begin on Casement Park in 2023 and for it to be complete for 2025.</p><p><br></p><p>On 10th October 2023, the UK and Ireland were announced as the hosts of the Euros 2028. Casement Park is included as part of their bid, with both the British and Irish governments pledging extra funds to develop the stadium.</p><p><br></p><p>On 15th February 2024, Ulster GAA announced that pre-enabling works for Casement Park will commence on 19th February 2024. <p>The site is located within the Kennedy Centre shopping complex and will be constructed on a section of the surface level car park. The development will result in a reduction of 40 car parking spaces so that a standalone drive thru coffee shop can be developed.</p><p><br></p><p>In June 2020, HJS Developments Ltd submitted a planning application (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?keyVal=QD92F5SV30000&amp;activeTab=summary" rel="noopener noreferrer" target="_blank">LA04/2020/1228/F</a>) proposing to develop a standalone drive thru coffee pod. This application was approved in November 2020.</p><p><br></p><p>In May 2021, HJS Developments Ltd submitted a new planning application (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?activeTab=summary&amp;keyVal=QUBM2FSV30000" rel="noopener noreferrer" target="_blank">LA04/2021/1356/F</a>) proposing amendments to the previously approved planning application (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?keyVal=QD92F5SV30000&amp;activeTab=summary" rel="noopener noreferrer" target="_blank">LA04/2020/1228/F</a>) seeking elevational alterations, additional bin/grit store area, amended service yard area and amended drive thru island/layout. This application was approved in September 2021.</p><p><br></p><p>It was confirmed via planning documents that the tenant of the standalone coffee shop is Tim Hortons.</p><p><br></p><p>Construction began to take place of the development in June 2022.</p><p><br></p><p>In December 2022, development of the new Tim Hortons drive thru coffee shop at The Kennedy Centre completed, with the store opening on the 12th December.</p>

<p>The Scottish Mutual Building is a six storey Grade B1 Listed (HB Ref No: HB26/30/054) building located on the corner of Bedford Street and Donegall Square South. The building that previously occupied the Scottish Mutual Building was a three storey linen warehouse, dating to 1850 and was constructed on an area of land formerly known as ‘Mc Clean’s Fields’.&nbsp;</p><p><br></p><p>The Scottish Mutual Building was designed by the local Belfast Architect, Henry Seaver. The building was designed and constructed as offices for the Scottish Temperance Assurance Society Limited which was founded by Adam Keir Rodger, Coalition Liberal MP for Rutherglen, Glasgow. It was constructed by James Henry &amp; Sons between 1902 – 1904 at a cost of £40,000.&nbsp;</p><p><br></p><p>In May 2013, The Scottish Mutual Building was purchased for around £2million by the Tullymore House hotel group, which owns&nbsp;Galgorm Resort and Spa&nbsp;in County Antrim. The building was sold by the Irish government's National Asset Management Agency (Nama).</p><p><br></p><p>In November 2013, Bedford Hotel Limited (Tullymore House Limited) submitted a planning application (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?activeTab=summary&amp;keyVal=MVWIKXSV30000" rel="noopener noreferrer" target="_blank">Z/2013/1300/F</a>) proposing the conversion of the existing Scottish Mutual Building into a Boutique Hotel comprising public bars, restaurants, function spaces, hotel bedrooms and loft apartments to include internal and external alterations. This application was approved in March 2014. The boutique hotel would be known as 'The Mutual' and would comprise two bars and two restaurants along with 10 serviced apartments in addition to the 40 bedrooms.</p><p><br></p><p>In April 2014, Bedford Hotel Limited submitted a planning application (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?activeTab=summary&amp;keyVal=N3UZ9XSV30000" rel="noopener noreferrer" target="_blank">Z/2014/0497/F</a>) proposing realignment of junction to Donegall Square South and Bedford Street, repositioning of traffic lights and lamp posts and resurfacing. This application was approved in June 2014.</p><p><br></p><p>In March 2016, Bedford Hotel Limited submitted a planning application (<a href="http://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?activeTab=summary&amp;keyVal=O5KHJESV30000" rel="noopener noreferrer" target="_blank">LA04/2016/0688/F</a>)&nbsp;proposing amendments to the previously approved application (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?activeTab=summary&amp;keyVal=MVWIKXSV30000" rel="noopener noreferrer" target="_blank">Z/2013/1300/F</a>). This application was approved in July 2017.</p><p><br></p><p>In 2017, Signature Living&nbsp;acquired the property for £6m and began work on transforming it into a hotel, to be named the&nbsp;George Best Hotel.</p><p><br></p><p>In December 2017, Signature Living submitted a planning application (<a href="http://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?keyVal=P0UDP6SV30000&amp;activeTab=summary" rel="noopener noreferrer" target="_blank">LA04/2017/2745/F</a>) proposing the conversion of the existing building to create a 63 no. bed hotel with ancillary function space, bars and restaurants and a single storey rear extension. This application was approved in March 2020.</p><p><br></p><p>Work was progressing on the George Best Hotel until about April 2020, when Signature Living went into administration. The building has since lain vacant and unfinished.</p><p><br></p><p>In June 2022, it was revealed that small investors in the George Best Hotel project could face losing all the money they invested after an application by the joint administrators to sell the building was granted by a judge.</p><p><br></p><p>In December 2022, it was announced that the Derry-based Martin Property Group had acquired the Scottish Mutual Building and confirmed plans to develop a new ‘high-end boutique hotel’.</p><p><br></p><p>In September 2023, a Proposal of Application Notice (<a href="https://planningregister.planningsystemni.gov.uk/application/677571" rel="noopener noreferrer" target="_blank">LA04/2023/4100/PAN</a>) was submitted proposing conversion of existing buildings into Hotel, comprising of public bars, restaurants, function spaces, hotel bedrooms, ground floor extension and interior and external alterations and all associated works.</p><p><br></p><p>The Martin Property Group submitted a full planning application in February 2024 (<a href="https://planningregister.planningsystemni.gov.uk/application/682520" rel="noopener noreferrer" target="_blank">LA04/2024/0126/F</a>) proposing conversion of existing buildings into a Hotel, comprising of 102 no. bedrooms</p>

Kings Hall Retirement Living

<p>The proposed development forms part of Plot 4 of the King's Hall masterplan and is for the construction of a new four storey residential development for over 55s retirement living. It comprises of 41 apartments, resident’s lounge, commerical and ancillary accommodation with associated on site surface level parking provisions, landscaping and access. The site occupies the north west corner of the existing Kings Hall site and is currently occupied by vacant buildings associated with the former use of the site.</p><p><br></p><p>The Kings Hall at the Balmoral Showgrounds was constructed in 1933-34 as a permanent exhibition hall for the Royal Ulster Agricultural Society (RUAS) and was officially opened on 29th May 1934 by H.R.H. the Duke of Gloucester, being renamed the ‘King’s Hall’ by the permission of King George V. In June 2012, the RUAS voted to purchase and develop a new venue, Balmoral Park, a 65-acre (260,000&nbsp;m2) events park located in Lisburn, around 10 miles (16&nbsp;km) from the current King's Hall site. Also at this time, the RUAS unveiled plans to build Northern Ireland's largest exhibition and events venue at Balmoral Park to replace the main King's Hall building. This venue was constructed in 2015 and named the Eikon Exhibition Centre. As a result, the King's Hall building closed its doors on 30 June 2012 and has been vacant since.</p><p><br></p><p>The Kings Hall site was acquired by Benmore Octopus, a joint venture between Benmore Group and Octopus Real Estate who have proposed a £100m regeneration project to transform the site into a health and wellbeing park. </p><p><br></p><p>In February 2022, KH Residential Ltd submitted a planning application (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?activeTab=summary&amp;keyVal=R7HYVOSV30000" rel="noopener noreferrer" target="_blank">LA04/2022/0311/F</a>) proposing to develop 41 no. residential units and 2 no. commercial units with associated car parking, cycle storage servicing, landscaping with access off Balmoral Avenue on Plot 4 of the Kings Hall Health and Wellbeing Park.</p>

This application was approved in February 2020.</p><p><br></p><p>In April 2020, John Smyth’s Estates Ltd submitted a planning application (<a href="http://epicpublic.planningni.gov.uk/publicaccess/caseDetails.do?caseType=Application&amp;keyVal=Q9JVTRSV30000" rel="noopener noreferrer" target="_blank">LA04/2020/0761/F</a>)&nbsp;proposing to demolish the existing buildings and to construct a 10 storey mixed use development comprising a cafe on the ground floor and 85 serviced apartments for both short and long term occupancy on the floors above. This application was approved in March 2021.</p><p><br></p><p>In September 2022, 57-63 Dublin Road was acquired by Z Property Group, a property development start up. It is expected that the existing buildings on the site will be demolished in September/ October 2022, with construction on the new 10 storey building set to commence in January 2023.</p><p><br></p><p>In November 2022, demolition works commenced at 57-63 Dublin Road.</p>
