About City Quays 5
City Quays 5 is a proposed mixed use office, retail and amenity development located on an existing car park located south of Corporation Square, and west of Donegall Quay, Belfast. The application site is approximately 3,538sqm (0.353 hectares) and occupies a prominent space within the City Quays Masterplan area.
The City Quays 5 proposals include:
A range of new ground floor retail and amenity spaces
A new building entrance and reception opposite the proposed City Quays Gardens and Belfast Harbour Commissioner’s Office
A separate entrance and Gallery / Community Space which can be accessed from Donegall Quay along with a direct link with the multi-storey car park to the rear A restaurant / bar at roof level with terrace overlooking City Quays Gardens
In December 2023, Belfast Harbour submitted a planning application (LA04/2023/4613/F) proposing the erection of office building (Class B1a) including ground floor retail (Class A1), Community and Cultural (Class D1) and restaurant uses, and licensed restaurant at upper level with external terrace, landscaping, servicing and all associated site works.
In June 2024, City Quays 5 was recommended for approval at the 27th June Belfast City Council Planning Committee. The application was formally approved in July 2024.

Carlton House

Carlton House is a five-storey office building at the corner of Shaftesbury Square and Fulton Street. Carlton House was built in 1973 and housed the Shaftesbury Square Social Security Office and a post office on the ground floor. Prior to the construction of Carlton House, the site was occupied by the Shaftesbury Buildings. The Shaftesbury Buildings were constructed between 1884-87 and consisted of 11 three-storey terraced houses with expressed dormers, though they suffered considerable damage when a fire struck in 1968. The Shaftesbury Buildings were subsequently demolished and replaced by Carlton House.

The proposed development is situated on a site of 0.12 acres and is currently a vacant office building comprising 4,168 sq ft. The building is a two storey detached red brick building which previously housed the Probation Board NI offices. The site has been vacant since around 2017.
Belfast Stories

The Belfast Stories project is a major cultural development in Belfast city centre. Spearheaded by Belfast City Council, and part-funded through the Belfast Region City Deal, the development is scheduled to be completed by 2030 and will transform a key urban site on Royal Avenue and North Street into a multi-purpose cultural and tourism destination. This development represents a critical urban regeneration initiative and is located on a historically significant portion of the city that has experienced substantial physical and social decline over recent decades.
