Description

Porters Annex was a two storey red brick building that had a flat roof extension at the rear and an area of 0.077ha. The building was used by the Belfast School of Music but was later declared as surplus by the Belfast Education Library Board (BELB).


Prior to disposal to the private sector, expressions of interest were sought by Land & Property Services (LPS) from public sector bodies who may be interested in acquiring the premises. An indicative value of £160,000 has been placed on the Porter’s Annex building by Land & Property Services (LPS). Music Hall Services Ltd then acquired the site for around £140,000 at Lambert Smith Hampton’s auction in 2016.


In March 2017, Music Hall Services Ltd submitted a planning application (LA04/2017/0468/F) proposing the demolition of the existing building and construction of a new 4 storey apartment block containing 20 apartments. This application was refused in April 2017. An appeal was subsequently submitted to the Planning Appeals Commission (PAC) however it was dismissed by the Planning Appeals Commission (PAC) in December 2017.


In February 2018, Music Hall Services Ltd submitted a planning application (LA04/2018/0408/F) proposing the demolition of the existing building and construction of a new 3/4 storey apartment block containing 23 apartments. This application was approved in March 2019.


The formers Porters Annex was demolished in May 2019 with construction of the new residential development commencing in March 2022.

Scottish Mutual Building

<p>The Scottish Mutual Building is a six storey Grade B1 Listed (HB Ref No: HB26/30/054) building located on the corner of Bedford Street and Donegall Square South. The building that previously occupied the Scottish Mutual Building was a three storey linen warehouse, dating to 1850 and was constructed on an area of land formerly known as ‘Mc Clean’s Fields’.&nbsp;</p><p><br></p><p>The Scottish Mutual Building was designed by the local Belfast Architect, Henry Seaver. The building was designed and constructed as offices for the Scottish Temperance Assurance Society Limited which was founded by Adam Keir Rodger, Coalition Liberal MP for Rutherglen, Glasgow. It was constructed by James Henry &amp; Sons between 1902 – 1904 at a cost of £40,000.&nbsp;</p><p><br></p><p>In May 2013, The Scottish Mutual Building was purchased for around £2million by the Tullymore House hotel group, which owns&nbsp;Galgorm Resort and Spa&nbsp;in County Antrim. The building was sold by the Irish government's National Asset Management Agency (Nama).</p><p><br></p><p>In November 2013, Bedford Hotel Limited (Tullymore House Limited) submitted a planning application (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?activeTab=summary&amp;keyVal=MVWIKXSV30000" rel="noopener noreferrer" target="_blank">Z/2013/1300/F</a>) proposing the conversion of the existing Scottish Mutual Building into a Boutique Hotel comprising public bars, restaurants, function spaces, hotel bedrooms and loft apartments to include internal and external alterations. This application was approved in March 2014. The boutique hotel would be known as 'The Mutual' and would comprise two bars and two restaurants along with 10 serviced apartments in addition to the 40 bedrooms.</p><p><br></p><p>In April 2014, Bedford Hotel Limited submitted a planning application (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?activeTab=summary&amp;keyVal=N3UZ9XSV30000" rel="noopener noreferrer" target="_blank">Z/2014/0497/F</a>) proposing realignment of junction to Donegall Square South and Bedford Street, repositioning of traffic lights and lamp posts and resurfacing. This application was approved in June 2014.</p><p><br></p><p>In March 2016, Bedford Hotel Limited submitted a planning application (<a href="http://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?activeTab=summary&amp;keyVal=O5KHJESV30000" rel="noopener noreferrer" target="_blank">LA04/2016/0688/F</a>)&nbsp;proposing amendments to the previously approved application (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?activeTab=summary&amp;keyVal=MVWIKXSV30000" rel="noopener noreferrer" target="_blank">Z/2013/1300/F</a>). This application was approved in July 2017.</p><p><br></p><p>In 2017, Signature Living&nbsp;acquired the property for £6m and began work on transforming it into a hotel, to be named the&nbsp;George Best Hotel.</p><p><br></p><p>In December 2017, Signature Living submitted a planning application (<a href="http://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?keyVal=P0UDP6SV30000&amp;activeTab=summary" rel="noopener noreferrer" target="_blank">LA04/2017/2745/F</a>) proposing the conversion of the existing building to create a 63 no. bed hotel with ancillary function space, bars and restaurants and a single storey rear extension. This application was approved in March 2020.</p><p><br></p><p>Work was progressing on the George Best Hotel until about April 2020, when Signature Living went into administration. The building has since lain vacant and unfinished.</p><p><br></p><p>In June 2022, it was revealed that small investors in the George Best Hotel project could face losing all the money they invested after an application by the joint administrators to sell the building was granted by a judge.</p><p><br></p><p>In December 2022, it was announced that the Derry-based Martin Property Group had acquired the Scottish Mutual Building and confirmed plans to develop a new ‘high-end boutique hotel’.</p><p><br></p><p>In September 2023, a Proposal of Application Notice (<a href="https://planningregister.planningsystemni.gov.uk/application/677571" rel="noopener noreferrer" target="_blank">LA04/2023/4100/PAN</a>) was submitted proposing conversion of existing buildings into Hotel, comprising of public bars, restaurants, function spaces, hotel bedrooms, ground floor extension and interior and external alterations and all associated works.</p><p><br></p><p>The Martin Property Group submitted a full planning application in February 2024 (<a href="https://planningregister.planningsystemni.gov.uk/application/682520" rel="noopener noreferrer" target="_blank">LA04/2024/0126/F</a>) proposing conversion of existing buildings into a Hotel, comprising of 102 no. bedrooms.</p><p><br></p><p>In May 2024, Martin Property Group secured an agreement with the independent English operator, Focus, to launch a brand-new five-star hotel. The management contract for The Bedford Hotel, located in the Scottish Mutual Building, has been secured by Focus Hotels, with an anticipated opening in 2025.</p>

TQ Student Village

<p>The Titanic Quarter Student Village is a proposed purpose built student accommodation development located on Titanic Boulevard in Titanic Quarter. The 'TQ Student Village' will consist of four blocks, varying in height from five to nine storeys. Situated between the new Olympic House office building and Belfast Metropolitan College, it has the capacity to house up to 1,200 students.</p><p><br></p><p>From 1879 to 1880, Harland &amp; Wolff constructed an engine works, boiler shop, foundry, and related facilities, including pattern, joiners’, and smiths’ shops, as part of the shipyard's expansion. These shops were situated within the application site, as indicated on the 1884 OS map.</p><p><br></p><p>The lands underwent redevelopment, likely due to damage from the Luftwaffe Blitz in 1941, forming engineering works. By the 1960s, Queen's Island saw the launch of its final ship, marking a shift in the yard's operations to the new Building Dock at the head of Musgrave Channel. The engineering works were subsequently abandoned in the 1990s and eventually demolished. Since then, the site has remained empty.</p><p><br></p><p>In November 2009, Titanic Quarter Ltd&nbsp;submitted a planning application (<a href="https://planningregister.planningsystemni.gov.uk/application/441894" rel="noopener noreferrer" target="_blank">Z/2009/1603/F</a>) proposing the construction of a Financial Services Campus, with 55,740 square meters of space for Class B1(a) office and Class A2 financial services. It also includes mixed-use areas for retail, community activities, and restaurants totalling 5,937 square meters, along with parking for 583 vehicles, an access road, landscaping, and infrastructure. This application was approved in November 2010.</p><p><br></p><p>In April 2024, Watkin Jones Group and Lacuna Developments submitted a planning application (<a href="https://planningregister.planningsystemni.gov.uk/application/686802" rel="noopener noreferrer" target="_blank">LA04/2024/0681/F</a>) proposing a Purpose-Built Managed Student Accommodation development consisting of four blocks ranging from 5 to 9 storeys, totalling up to 35,850 square meters of floorspace. The development includes a café, communal facilities, landscaped courtyards, internal bin and cycle stores, PV array, disabled parking, public realm provisions, site works, and an extension of Titanic Boulevard to create a new junction with Hamilton Road.</p>

Norwich Union House

<p>Norwich Union House is six storey retail and office building extending to c37,000 sq ft. The building comprises 8 retail units on the ground floor along with five floors of office space on the upper floors. The site also has a 200 space multi storey car park. The 6-8 Queen Street site is currently vacant. Norwich Union House was previously a World War 2 bomb site and was constructed in the 1960s for Norwich Union. The site has since been acquired by McAleer &amp; Rushe for redevelopment.</p><p><br></p><p>In September 2019, ES NUH Ltd - a development company associated with McAleer and Rushe - submitted a planning application (<a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?activeTab=summary&amp;keyVal=PYSLETSV30000" rel="noopener noreferrer" target="_blank">LA04/2019/2299/F</a>) seeking to demolish the existing site and develop a 7 storey building which fronts onto Castle Street/ Fountain Street that would comprise of retail space at the ground floor, with six storeys of offices above. The proposals also included an 8 storey, 144 bedroom hotel which fronted on 6-8 Queen Street. The hotel element of the scheme was later removed from the proposals and replaced by additional office accommodation.</p><p><br></p><p>This application was approved by Belfast City Council in April 2020.</p><p><br></p><p>In MRP NUH Limited, a development company associated with McAleer and Rushe, submitted a Proposal of Application Notice (PAN) (<a href="https://planningregister.planningsystemni.gov.uk/application/685979" rel="noopener noreferrer" target="_blank">LA04/2024/0562/PAN</a>) proposing demolition of existing buildings and construction of Purpose Built Multi Storey Managed Student Accommodation and associated shared/ancillary spaces with ground floor retail/retail service units, resident's gym/cinema and ancillary development/uses.</p><p><br></p><p>There has been previous planning applications for the site including:</p><ul><li><a href="https://epicpublic.planningni.gov.uk/publicaccess/applicationDetails.do?keyVal=L4MEHKSVDT754&amp;activeTab=summary" rel="noopener noreferrer" target="_blank">Z/2006/2040/F</a> -&nbsp;Demolition of existing building and erection of 7 storey building, retail on ground floor with office above.&nbsp;(Submitted by Deramore Property Group in September 2006 and later withdrawn in June 2007)</li></ul>
