127 - 139 Royal Avenue is a three storey building built in the 1890s. The existing building is located on the corner of Royal Avenue and William Street. It consists of two ground floor units, a hairdressers and a cafe. Additionally, there are offices on the upper floors, accessible through a common entrance, lobby, and stairwell.

In August 1986, a planning application was submitted (Z/1986/1759) proposing external improvements for the building, with permission later being granted.

In October 1998, a planning application was submitted (Z/1998/2844) proposing the refurbishment of existing ground floor shops and offices on upper floors including the installation of a lift and conversion of the attic to additional offices. Permission for this application was granted.

In January 2000, a planning application was submitted by The Bean Machine Ltd. T/A Clements (Z/2000/0136/F) proposing change of use from retail use to high class expresso bar for the sale of coffee, other hot and cold drinks including sandwiches and ancillary products for consumption on and off the premises. This application was approved in March 2000. A Clements Coffee shop opened in Unit 2 of 127 - 139 Royal Avenue in May 2000.

In April 2022, a planning application was submitted by Guvin Investments Ltd (LA04/2022/0828/F) proposing change of use from hair salon to coffee shop and single storey extension to the rear of the building. This application was approved in June 2023.

In September 2023, Guy Hollis submitted a planning application (LA04/2023/4084/DCA) proposing alterations to the Royal Avenue frontage including new double entrance doors. The application also proposed alterations to theWilliam Street frontage with the existing rollershutter and external yard wall to be removed for proposed single storey extension. The reconfiguration of unit 2 of the building is also proposed. The proposed development is to repurpose an existing ground floor unit (unit 1) from a hairdressers to a café. The café in unit 2 will be developed into a restaurant and a single storey extension will be constructed to the rear of the building in the service yard to expand unit 2. This application was approved in April 2024.
