About Lesley Parklands

Lesley Parklands is currently an under construction residential development situated at Knocknagoney on the outskirts of Belfast. Prior to 1960s, the site had very little development. In the 1960s, a social housing capital project commenced which resulted in a 45 unit apartment block being developed on the site.


In March 2008, Sacron submitted a planning application (Z/2008/0728/E) proposing the construction of 165 apartments, with covered parking and hard and soft landscaped amenity provision. This application

was approved in March 2015.


In April 2015, a fire broke out at the Parkland flats. Seven appliances attended the scene to extinguish the fire and three people were rescued. The flats were later vacated due to the substantial damage

caused to the building due to the fire.


In October 2015, the 3.43 arce Parklands development went on the market seeking offers in the region of £2.25m. The site was marketed by Simon Brien.


In September 2016, fire crews dealt with another blaze at the Parkland flats which resulted in one fire appliance being deployed.


In December 2016, Kirk Bryson & Co. Ltd submitted a planning application (LA04/2017/0043/F) proposing the demolition of the existing building and construction of a residential development consisting of 104 apartments (18no 1 bed, 83no. 2 bed and 3no. 3 bed) with associated fitness suite, car parking and landscaping. This application was approved in January 2018. However, this development did not commence and the site was placed back on the market by Osborne King seeking offers of £3.95 million.


In December 2018, HB Building Property Services Ltd submitted a planning application (LA04/2019/0025/F) proposing the demolition of the existing residential building and construction of 90 no. apartments with associated car parking and landscaping. THis application was approved in September 2019.


In August 2020, demolition and site enabling works commenced on site. Construction of the new apartment block took place soon after.


In November 2021, HB Building Property Services Limited submitted a Proposal of Application Notice (PAN) (LA04/2021/2661/PAN) proposing 90 no. apartments (change of house type from that approved under LA04/2019/0025/F) with associated car parking and landscaping. (Under construction). The Proposal of Application Notice (PAN) also proposes changes including the introduction of a study to 27no. apartments, change/addition of balconies to 36no. apartments & elevational changes.


In March 2022, HB Building Property Services submitted a planning application (LA04/2022/0510/F) proposing the construction of 3 four storey blocks comprised of 90 no. apartments (change of house type from that approved LA04/2019/0025/F) with associated car parking and landscaping. This application sought approval for the construction of 90 apartments and also sought approval for a change of house type from that previously approved along with changes to finishes, minor external design changes and additional balconies. This application was recommended for approval at the 16th August Belfast City Council Planning Committee.
